Sheffler Consulting, Inc. (SCI)

is a veteran owned small business that specializes in integrated logistics support (ILS) including inventory control and management of sponsor owned material (SOM) for the Department of Defense (DoD). Incorporated in 2007, SCI is located in Bremerton, Washington. SCI provides subject matter expertise in the area of Navy spares budgets and the annual OPNAV spares assessment process. SCI provides expertise in tracking and analyzing inventory data and preparing the P-18 exhibits for budget analysis in support of the Appropriation Purchase Account (APA) spares procurement process.

SCI develops APA spares budgets for more than 20 NAVSEA programs. SCI's role in this effort begins by assisting the various programs with data management using the Consolidated Logistics Inventory Forecasting and Financial System (CLIFFS)software approved by OPNAV and used by NUWC Division Keyport and other NAVSEA Programs for stratification of inventories in support of the spares budget forecasting. (SCI team members were responsible for the development, approval, and implementation of CLIFFS as an approved Navy stratification program.) SCI generates reports and queries to support all aspects of inventory management for the various programs. Some examples of specific functions performed include:
